GCGRA-Licensed Operators in UAE
The regulated gaming scene in the UAE has been taking baby steps that are now turning into strides. More than two years on from when the General Commercial Gaming Regulatory Authority was established, a picture is forming of what licensed commercial gaming will look like and how that will impact Emirati players.
Until now, the changes have been noteworthy in terms of partnerships and plans, but there has been very little action. However, in the last few months, momentum has been building, which shows that the changes are starting to make themselves known in the lives of Emirati players. Here’s what we know so far.
What the GCGRA Licenses
The GCGRA was officially established as a federal authority in September 2023. Its initial task was to introduce a regulatory framework for commercial gaming. With that framework and process established, the GCGRA has issued a licensing guide and has already received applications.
So far, it has issued licences under several categories as part of its commercial gaming activity. Besides the vendor licences, the crucial category that affects Emirati players the most is Gaming Operators, which has three licence types.
Lottery Operator
In July 2024, the GCGRA awarded its first and only Lottery Operator licence. The licence went to The Game LLC, which specialises in lottery operations as well as game development. The UAE Lottery launched in November 2024, and the first draw was held on 15 December of the same year.
It’s proven to be a success with its Lucky Day and Lucky Chance Prizes. The Lucky Day draw received a lot of attention when a lucky winner hit the jackpot back in October 2025.Â
Internet Gaming and Sports Wagering Operator
At the end of 2025, another important and momentous step was taken by the GCGRA. It issued its first Internet Gaming and Sports Wagering licences. They both went to the same operator, Coin Technology Projects LLC. As a result, the first fully licensed and regulated UAE online casino and sports betting site launched in November 2025.
The site is Play 971, and while its launch is a big step for Emirati players, not everyone has access to it just yet. It seems that the site is in a trial period, for now, with only players in Abu Dhabi and Ras Al-Khaimah able to access it.
Land-Based Gaming Facilities Operator
The final major licence category is for a land-based operator. The GCGRA issued a Land-Based Gaming Facilities licence to Island 3 AMI FZ-LLC, which is the company behind the new integrated resort that’s set to be the UAE’s first casino. It comes from an experienced operator, Wynn Resorts, who plans to open Wynn Al Marjan Island in earlyÂ
2027.
What This Means for Emirati Players
For Emirati players, these licences mean new access to regulated commercial gaming. However, it’s clear that this won’t happen overnight. In some cases, such as online casino access, it’ll be a phased rollout. As for land-based play, once the resort is built, the casino scene will begin to develop.
