This development follows the UAE’s announcement in early September about the formation of the General Commercial Gaming Regulatory Authority (GCGRA). Headed by former MGM Resorts CEO Jim Murren, the GCGRA is tasked with developing a regulatory framework for commercial gaming and overseeing a national lottery.

The establishment of this regulatory body marks a pivotal shift in the UAE’s stance towards gaming, aligning with its vision of becoming a premier global entertainment hub.

The Emergence of Integrated Resorts

At the forefront of this potential gaming revolution is Wynn Resorts, which is developing what is expected to be the UAE’s first integrated resort with gaming facilities. Slated for completion in 2027, the US$3.9 billion project on Al Marjan Island in Ras Al Khaimah promises to be a lavish affair.

It will feature a luxury hotel with over 1000 rooms, a high-end shopping mall, a state-of-the-art convention facility, an exclusive spa, more than ten restaurants and lounges, and various entertainment options.

Abu Dhabi, another emirate, is reportedly considering introducing casino gaming as well, with Yas Island, known for the Yas Marina Formula One Circuit, being a potential location.
